The Vietnam Young Leader Awards (VYLA) is a full scholarship program to support outstanding government employees, researchers and lecturers in obtaining a graduate degree in Public Affairs at Indiana University, a world-leading public policy school (https://spea.indiana.edu/about/rankings.html).
This annual program is co-sponsored by Vietnam’s Ministry of Education and Training, and the United States’ Indiana University Bloomington to equip selected candidates with analytical and managerial skills to excel and lead in all branches of government. VYLA recipients are expected to participate in a training program at Harvard University in Boston and the World Bank in Washington DC.

I. MASTER CANDIDATES (co-sponsored by the Vietnamese government and Indiana University):
A. Eligibility
i) Be a current employee of the government (who receives a salary from the government budget) and have at least 2 years of working experience by August 2017. If you are a công chức, the requirement is 5 years of working experience. If you have certificate of “Outstanding figure” (Chiến sĩ thi đua cơ sở), your experience requirement is reduced.
ii) Be committed to continuing to work for the Vietnamese Government upon completion of the award.
iii) Under 35 years of age by 01 January 2017, have not graduated from any Master program yet, graduated with a decent “chính quy” degree (GPA of 7.0 and final thesis of 7.0 or above in the scale out of 10.0 or equivalent)
B. Selection Criteria
i) Ability to contribute to the Vietnamese society after the award period
ii) Professional achievements and academic ability,
iii) English proficiency (candidates will be tested by Indiana University after being selected. The minimum requirement is 75 TOEFL iBT or 6.0 IELTS).
C. Timeline
i) 10 Jan 2017: Preliminary Application deadline (submit by email)
ii) 17 Jan 2017: Announcement of selected candidates for the analytical skill test round (by email and phone).
iii) 15 Aug 2017: Start of Master’s Program in Public Affairs
D. Preliminary Application Checklist
i) Application form, personal statement (see next page) and resume
ii) Informal letters of recommendation of supervisors (leaders of the division).
iii) Scanned diplomas and transcripts of previous education programs
iv) Other optional documents (in Vietnamese or English) that may strengthen the application, such as:
(a) TOEFL or IELTS, GRE, GMAT
(b) Evidence of academic or professional achievements
E. Notes:
i) The preliminary application for a master’s program should be emailed to vietnam@indiana.edu by 10 Jan 2017. Questions should be mailed to the same email address.
ii) The application should be in pdf form and less than 5MB. Supporting documents should be scanned and included in the application.
ii) After the preliminary selection is completed on 17 Jan 2017, only selected candidates are required to submit the notarized documents and an official letter of approval from the current government employer to apply for the government scholarship.
II. DOCTORAL CANDIDATES (fully sponsored by Indiana University):
i) The U.S. National Research Council recently ranked the Ph.D. in Public Affairs Program at Indiana University as Number 1 among all public affairs Ph.D. programs in the United States. For main concentrations of this program are Policy analysis, Public finance, Public management and Environmental policy.
ii) Admission to this PhD program is highly competitive. Applicants need to have a master’s degree from a world-class university and strong reference letters from a internationally well-known scholars (who has published extensively in international journals)
iii) Applicants should meet all requirments of the program (GRE, TOEFL, etc.) and apply directly to Indiana University by December 1st every year at (https://spea.indiana.edu/doctoral/apply.html) and send a copy of the application to vietnam@indiana.edu.
