- Being in charge of leading, managing and coordinating the operation of the Center under the Unity of Command mechanism. Be responsible under the law and the Director of Vietnam National University in all activities of the Center. 

-  Legally representing the Center in the relationship with organizations, individuals at home and abroad.

- Participating in Scientific Research; Managing human resources, financial issues and equipment; Promoting internation collaboration; Encouraging field-works to support scientific research activities; Participating in the publishing of scientific materials; Organizing language courses.
