JOINT RESEARCH PROGRAM WITH THE UNIVERSITY OF OKINAWA (JAPAN) ON SUSTAINABLE RURAL ECONOMIC DEVELOPMENT.

Within the implementation of the research program on sustainable rural development under the effects of hydropower, thermal power, wind power, and solar power, from February 25th to March 8th, 2022, the Center for Vietnamese and Southeast Asian Studies (CVSEAS), University of Social Sciences and Humanities Ho Chi Minh City, in cooperation with the University of Okinawa (Japan) has conducted field research in the three provinces of Ninh Thuan, Binh Thuan, and Ha Tinh.

The research team members were Dr. Tran Dinh Lam - Director of CVSEAS, Assoc. Prof. Dr. Thanh Phan - Senior Researcher of CVSEAS, Prof. Yoshii Michiko - Researcher of the University of Okinawa (Japan), Mr. Nguyen Huynh Duy Khang - Specialist of CVSEAS and Yoshii Keizo, Hiroshima University. The research field trip was to identify the achievements and impacts of energy projects on the economic, cultural, and social development of the locals.

During the first week of the research trip, the team had discussions with the representatives of Binh Thuan Province Department of Natural Resources and Environment (DNRE). The team was warmly welcomed by Mr. Nguyen Quoc Dat - Director of Environmental Protection Department - who supportively exchanged information on the research. The research team has been provided with information on the provincial electrical energy development and the environmental conditions for socioeconomic growth. The Department also guided the implementation of the research field trips in the province. During the meeting, the representatives of the Department leadership and the research team also developed a shared vision of the implementation of the proposed research topic.

During the second week, the representative of Binh Thuan Province DNRE, Mr. Le Thanh Tuan - Deputy Director of the Environmental Protection Department welcomed and worked with the team. The representatives of the Department, by their sharings, facilitated access to all relevant information on the developments as well as the influence of renewable energy in Ninh Thuan - one of the provinces with highest potential for wind and solar power generation compared to the whole country. The session also reached joint agreements of cooperation to fulfill the requirements of the research topic. With the guidance given by the departments, CVSEAS’ research team earned a chance to work with the People’s Committees and conducted field research in the three provinces of Ninh Thuan, Binh Thuan and Ha Tinh

During the trip, the research team also visited, met and received the enthusiastic support of Mr. Mang Nhu - Commune People's Committee of Phan Lam (Binh Thuan); Mr. Le Van Hung – Department of Natural Resources and Environment of Tuy Phong (Binh Thuan); Mr. Huynh Tan Sinh - Commune People's Committee of Phu Lac (Binh Thuan); Mr. Han Tan Vinh An - Department of Natural Resources and Environment of Thuan Nam(Ninh Thuan); Mr. Bui Dang Dung - Department of Natural Resources and Environment of Ninh Phuoc (Ninh Thuan) and Mr. Qui - Department of Natural Resources and Environment of Ninh Hai (Ninh Thuan). In addition, the research team investigated renewable energy models which combine renewable energy with farming and animal husbandry in Ninh Thuan and Binh Thuan, traditional craft villages of Bau Truc, My Nghiep, and Thai An, ecovillages, marine craft villages such as Luan Nghiep fish sauce and other local craft villages.

The research team plans to continue to examine, analyze and exploit this topic more deeply in due course. This is also one of the practical goals set out by the Center, in order to improve the modeling of sustainable development of energy, help the locality to encompass policy, enhance socio-economic development and head towards sustainable economic development.
