INTERNATIONAL WORKSHOP ON INTELLECTUAL PROPERTY MANAGEMENT HEIP-LINK

The Center for Vietnamese and Southeast Asian Studies (HCMC USSH, VNU-HCMC), in coordination with the University of Alicante (Spain), hosted a workshop on International Research Cooperation And Intellectual Property Management within the framework of HEIP-LINK project at the Grand Hotel Saigon on September 11th, 2014.

The Center for Vietnamese and Southeast Asian Studies (HCMC USSH, VNU-HCMC), in coordination with the University of Alicante (Spain), hosted a workshop on International Research Cooperation And Intellectual Property Management within the framework of HEIP-LINK project at the Grand Hotel Saigon on September 11th, 2014.

The workshop had the participation of Roberto Escarré, Head of the International Project Management Office, University of Alicante (Spain); Spike Tang, Project Manager; Alexandra Mayr, Project Coordinator; Assoc.Prof.Dr. Vo Van Sen, President of the HCMC University of Social Sciences and Humanities (USSH); Nguyen Anh Thi, Director of the Intellectual Property and Technology Transfer Center (IPTTC), VNU-HCMC; Nguyen Manh Quy, Director of the HCMC representative office of the Copyright Office of Vietnam; Ho Trung Phuoc, Director of the Binh Thuan Province’s Department of Science and Technology, together with over 100 participants, including 18 project partners from Poland, Sweden, Russia, Spain, Brazil, Panama, Argentina, South Africa and India. Besides, many Vietnamese professors, scholars and experts were also present at the workshop.

In his welcoming speech at the workshop, HCMC USSH’s President, Assoc.Prof.Dr. Vo Van Sen, hoped to have more opportunities for cooperation in research and development, application of intellectual property (IP) management in reality and enhancement of the role of higher education institutions (HEIs) and research institutes in the innovation process.

“Hopefully, through presentations by professors and experts on IP issues, Vietnamese lecturers and those interested in this subject will recognize the importance of IP management in research and development. That will create more opportunities for Vietnam and other countries to promote international cooperation and research projects”, emphasized the HCMC USSH’s President.

According to Nguyen Anh Thi, the IPTTC’s Director, each country needs to set up the frameworks for IP rights in order to step up into the world arena. HEIs have to raise awareness of copyright issues, disseminate information about IP, actively seek funds for projects, commercialize research results and create legal contexts to solve conflicts between publication and copyright.

In the first plenary session, partners from Vietnam, Panama and South Africa discussed “The underlying drivers of international research cooperation – Contribution to society”, focusing on what should be created from universities’ knowledge assets, such as from research results and experience.

Dariusz Kasprzycki, Jagiellonian University, raised questions about how international cooperation would contribute to universities’ knowledge. If we can create new knowledge assets from collaborations among universities, who will be their beneficiaries? The role of shareholders in cooperation among senior institutions was also brought to discussion.

Speakers from Argentina, Russia and Poland were concerned about model solutions in the field of the ownership of research results with a particular focus on employees’ creations and IP clauses commonly used in international research cooperation contracts.

With the topic “Challenges of cross-border research in HEIs of emerging economies”, partners from India, Sweden and Panama had discussions together on the role of trust and culture in R&D collaboration. Aligning the levels of system to support a change of culture and ways of working to enhance collaboration was also discussed.

Another issue drawing a lot of attention and discussion is the application of IP management, policies on IP rights and teaching of IP at universities. Prof. Prakriti Kumar Ghosh, Indian Institute of Technology Roorkee, delivered a presentation on the importance of teaching students of engineering and economics the basics of the IP rights system. Moreover, good practices in teaching IP rights to non-law students were also presented.

HEIP-LINK is a project funded by the European Commission under the Erasmus Mundus Program and has been implemented within 2 years, from September 2012 to October 2014. The workshop was chosen to organize in Vietnam with the aim of facilitating international R&D cooperation, IP management practices and the role of HEIs in development and innovation.
