REACT NATIONAL SEMINAR 3: GREEN GROWTH AND THE CASE OF HO CHI MINH CITY

Within the framework of REACT project, the 3rd National Training on green growth in cities was organized on May 31st.

The training was co-hosted by Center for Vietnamese and Southeast Asian Studies and National Agency in Southern Region, Ministry of Science and Technology (MOET) that attracted numerous participants from many research institutes, universities, companies, and students in southern region.

The host speaker of the training was Assoc. Prof. Dr. Pham Xuan Da, Chief Director of National Agency in Southern Region, MOET.

Commencing the training, Dr. Tran Dinh Lam – Director of Center for Vietnamese and Southeast Asian Studies (CVSEAS) remarked that “Nowadays, Vietnam have to undergo many negative impacts from climate change due to rapid increase in urbanization and industrialization. Houses after houses are being erected; trees are being cut down; traffic intensity is at all time high level with ever-increasing air pollution, which are exactly why researches on climate change in cities, especially in Ho Chi Minh City, are extremely crucial”.

He also hoped that after the training, participants would acquire necessary knowledge as well as contribute one’s effort to develop more research projects on environment.

The training revolves around several topics as follow:

  • Trend on Green Economy – Green Growth
  • International policies on green growth
  • Green growth – Sustainable development in Vietnam
  • The case of Ho Chi Minh City

Assoc. Prof. Dr. Pham Xuan Da addressed that in order to alleviate climate change impacts on economy and environment; countries in the OECD have passed greater environment tax, deposit-refund system, and green market for investments in green infrastructure.

Regarding green growth in Ho Chi Minh City, he asserted the importance of passing green policies given the fact that it is the biggest city of the country which is home to many residence parks and industrial zones. However, local businesses still face various difficulties in this area since green growth requires large amount of money, let alone the lack of capacities in executing plans and measuring impact of company’s manufacture on environment, making the vision of a green city challenging and enduring.  He also introduced some criterion on evaluating green growth in Ho Chi Minh City.

The training also received feedbacks and opinions from participants.
