DISCUSSION WITH DR. TOMOO KIKUCHI ABOUT SOUTHEAST ASIA AND CHINA

The Center for Vietnamese and Southeast Asian Studies had a meeting and discussion with Prof. Tomoo Kikuchi (PhD in Economics, National University of Singapore – NUS).
On the occasion of his cooperation with the HCMC University of Economics and the University of Economics and Law (VNU – HCMC), Dr. Tomoo Kikuchi paid a visit to the Center for Vietnamese and Southeast Asian Studies.
According to the professor, developing education is a long-term strategy for sustainable development to better the Southeast Asian community, from accommodation quality to environmental issues, in which mobilizing human resources to build up the country is worth attention. From the case of Singapore, Dr. Kikuchi said that this country’s government has spent 20% of its total national budget on investing in education – the biggest proportion in all fields. Human elements and economic growth based on intellectuals have made a country poor in natural resources like Singapore become the country with the third-highest per capita income in the world (in 2013).

Also according to Dr. Kikuchi, Singapore is very concerned about gathering international human resources. In particular, in his department of economics at NUS, there are more than 80% of students coming from other countries, and 60% of NUS students are international students. Singapore also put great emphasis on attracting outstanding individuals to return to work in the country with special treatment. Dr. Kikuchi gave an example of a female Vietnamese student. She has lived and studied in Singapore since she was 16 and is one of his most excellent students. After her graduation, she works at the Singapore Office of Commerce, and she is now studying abroad at the Columbia University (US).
Dr. Kikuchi also shared his opinion about the issues concerning the relations between Vietnam and other Southeast Asian countries as well as how to solve conflicts between those countries with China. He thought that to settle these problems, Southeast Asian countries need to follow the model of regional development in Europe to strengthen their power, maintain peace and mitigate the risks of confrontation and war.
