MEETING WITH PRESIDENT OF THE ACADEMY FOR THE JUDICIARY, HUEI-HUANG LIN
, 23/08/2013 09:08After having visited and worked with the Ministry of Justice in Hanoi, Huei-Huang Lin, a professor of law and also the President of the Academy for the Judiciary, which is subject to the jurisdiction of Taiwanese Ministry of Justice (Republic of China), arrived in Ho Chi Minh City on August 07, 2013.

He had a meeting with Assoc.Prof.Dr. Nguyen Tien Dung Rector of the Ho Chi Minh City University of Economics and Law, VNU), Assoc.Prof.Dr. Bui Xuan Hai (Vice Rector of the Ho Chi Minh City University of Law) and Dr. Tran Dinh Lam (Director of the Center for Vietnamese and Southeast Asian Studies). As for Taiwan, there was the presence of senior Public Prosecutor Ying Hung Chou, Chief Secretary of the Academy; Lam Van Chuc (Partrick W.J.Lin), Deputy Director General of the Taipei Economic & Cultural Office in Ho Chi Minh City; and Truong Uyen Quan, Secretary of the Taipei Economic & Cultural Office in Ho Chi Minh City.
The issue in which Prof. Huei-huang Lin expresses a special interest is the human resources of the judicial sector in the general trend of globalization. They need efficient investment since they create conditions for economic development.

The Academy for the Judiciary is one the most prestigious training centers in Taiwan. Annually it receives from 8,000 to 10,000 application forms from 76 schools of law nationwide, but the acceptance rate is about 1% only. The best students are selected to undergo a 2-year training program to become judges and prosecutors. Pursuant to the constitution’s regulations, all government officials have to take an entrance exam. In Taiwan both judges and prosecutors have to ensure fairness, do not favor any parties and be impartial to serve the country without retirement. However, if they want to retire, the state will increase their retirement pension by 140% compared to other sectors. The standards of the judicial sector are highly valued and respected by the country’s people.
There are more and more Taiwanese enterprises having investment in Vietnam. Prof. Lin also wishes to share his experience in human resources training with Vietnam.
According to Lam Van Chuc, exchanges between Taiwanese scientists and Vietnamese counterparts form the best bridge for socio-economic development in the Vietnam’s economic transformation. Taking this opportunity, Assoc.Prof.Dr. Nguyen Tien Dung invited Prof. Lin to attend the conference on Asia – Pacific – APCED 2013. Prof. Lin happily accepted the invitation and promised his presence at the conference.
