WEBINAR: CITIZENS' OPINIONS OF AND EXPERIENCES WITH GOVERNMENT RESPONSES TO COVID-19 PANDEMIC IN VIET NAM: FINDINGS FROM ROUND 2 PHONE-BASED SURVEY, 2021

On December 7th, 2021, the UN Development Programme (UNDP) and the Mekong Development Research Institute (MDRI), with the support from the Australian Government’s Department for Foreign Affairs and Trade (DFAT), organized a webinar “ Citizens' Opinions of and Experiences with Government Responses to COVID-19 Pandemic in Viet Nam: Findings from Round 2 Phone-Based Survey, 2021”. The webinar had the participation of researchers, experts, and policymakers. Dr. Tran Dinh Lam also attended the event. 

Using the Computer Assisted Telephone Interviews (CATI) method, this intensive telephone survey was conducted from September to October 2021 with the participation of 1,501 respondents randomly selected from the 2019 population sample of the Vietnam Provincial Governance and Public Administration Performance Index (PAPI).
The webinar aimed to understand how the Vietnamese citizens have perceived and experienced the measures to contain the coronavirus adopted by central and local governments from governance and public service provision angles; and, to suggest policy actions for central and local governments in response to possible next waves of the COVID-19 pandemic or a similar pandemic in the future.
Speaking at the opening ceremony, Ms. Caitlin Wiesen - UNDP Resident Representative in Viet Nam highlighted Vietnam's experience and success in curbing the spread of COVID-19 last year. Although the pandemic was continuing to spread with the Delta variant, posing challenges to the community’s health, economy, and welfare, she believed that Vietnam, with the government’s agile responses and residents’ consensus, would overcome the pandemic challenges and recover soon.
 
Dr. Phùng Đức Tùng - President of Mekong Development Research Institute said that this was timely and important research, providing a clear picture about the experience, major concerns of households during the lockdown time, and the efficiency of the government interventions and policies. The survey results would be the guidelines for designing better interventions and policies for similar pandemics in the future.
Presenting the result of the survey, Dr. Nguyen Viet Cuong - Vice President of MDRI stated the COVID-19 pandemic has been causing more severe impact in 2021 than in 2020. Citizens showed great concern about their personal health and their children’s education. Besides, COVID-19 had created a negative impact on employment and their income. In the recent situation, citizens’ assessment of government response showed high but declining positive compared to 2020, expressing through the support towards containment measures. Besides, the research also figured out that the proportion of people receiving the aid package was low; electronic public administrative services have not yet utilized, and COVID-19 test results were not used consistently. Despite significant impacts, most respondents prioritized health over the economy, preferred lockdowns to be constrained to communities with COVID-cases only, and showed support for migrants returning to their home provinces.
 
Leading researchers and experts had a discussion and gave their suggestions at the end of the webinar. The sharing session had the participation of Ms. Pham Chi Lan - Independent Senior Economist, Prof.Dr. Nguyen Anh Tri - National Assembly Delegate, National Assembly Committee of Social Affair, Dr. Truong Minh Huy Vu - Director of HCM-VNU Software Technology Park, Vice Team Lead of COVID-19 Response Advisory Board for HCMC Municipal Chairperson and Dr. Nguyen Thang - Vice Chairman, Socio-Economic Policy Advisory Council, Vietnam Academy of Social Sciences. The ideas from them would help researchers refine this research and contribute to new policies aiming to meet the needs of the citizens during the pandemic.
