THE ROLE OF DEVELOPING VIETNAM'S HUMAN RESOURCES IN THE EYE OF PROFESSOR YAMADA
, 11/12/2020 21:12At the end of October 2020, after attending the Vietnam Employability and Entrepreneurship support network signing ceremony in Hanoi, Dr. Tran Dinh Lam - Director of the Center for Vietnamese and Southeast Asian Studies, had a conversation with Prof. Yasuhiro Yamada - Special Assistant to the President of Economic Research Institute for ASEAN and East Asia (ERIA) on Cambodia - Laos - Myanmar - Vietnam (CLMV) Affairs. The conversation is about changing the mindset to develop the human resources in Vietnam.

Prof. Yamada showed his deep impression on the development of economics and society, also the innovation and integration of Vietnam over the years. Professor witnessed many excellent Vietnamese engineers replaced Korean engineers conducting successfully in digging the Hai Van tunnel in the economic crisis in 2008. Obviously, Vietnam has profuse manpower, but they don’t know how to maximize and implement it in the appropriate way.
Therefore, the Professor suggested that Vietnam should invest more in a vocational school. He talked about the success of vocational education in Japan during 1960, 1970. The youth from 15 to 16 ages attended vocational school in 2 years. The Japanese government showed their concern and arranged for their accommodations. Moreover, they supported the youth whose family had tough economic circumstances to continue to go to school. By the consistency and cooperation of government and society, these actions created a positive effect on the Japanese economy. Developing this kind of education also means that Vietnam needs to innovate its education mindset, in which the degree does not play an utmost role. Instead, skill is considered as the most important element.
Prof. Yamada believed that in the Vietnamese context of economic development, making full use of Internal resources by strengthening the workforce is the essential point. Also, the private sector is the golden key to promoting the economics and society of the country. Besides, with the rising position in the area, Vietnam might contribute more and more national value to the prosperity of Southeast Asia in general and Asia in particular.
